I totally agree with @henryivesjones. When I initially voted for #8, it didn't have the btoa code, so I don't think it makes much sense to still consider my vote valid. There's nothing democratic about bait-and-switch.

Edit: to be clear, I'm fine with #8 being merged. There are some flaws in the rules that deserve to be discussed and corrected if necessary.
