Add one big & one small PR rule

Makes it a rule that one big PR and one small one are chosen each voting cycle. If one has a merge conflict with the other, the big PR takes priority over the small PR.

A small PR could be something like a minor change or feature addition, while a big PR could be something like a complete overhaul of the website.

(CLARIFICATION): bun.lock added because I used Bun package manager
