Only letting a certain group of people to vote would violate the "Open" part of OpenChaos imo. Plus, it would introduce a barrier to entry which could lead to less contributions overall. While I do think a veto by the maintainer is appropiate (to prevent issues like the current one where the site is blank for everyone), the core principle of "anything can happen" should be upheld and not "anything this selected group of people wants to happen".

Mass upvote campaign could still manipulate the repo but even they would need the will of some unspecified collective
